Why Doesn't Fanta Have Caffeine?

Fanta is a fruit-flavored soda, not a cola. The FDA's GRAS listing for caffeine (21 CFR 182.1180) was written specifically for cola-type beverages at concentrations up to 0.02 percent (200 ppm). Caffeine in traditional colas traces back to kola nut extract, one of the original ingredients. Fruit sodas never had that ingredient, and most brands never added synthetic caffeine either.

That study used 100 mg methylliberine + 150 mg caffeine, roughly 4x the methylliberine and 1.9x the caffeine in a Roon pouch (25 mg + 80 mg), so the exact numbers do not transfer directly.
