What Are VELO Pouches? Three Lines From 3 to 12 mg

VELO pouches are nicotine pouches owned by British American Tobacco (BAT) and sold in the US through R.J. Reynolds' RAI Services Company. The US lineup has three distinct lines: VELO (approximately 4 or 7 mg), VELO Plus (approximately 3, 6, or 9 mg), and VELO Max (approximately 8 or 12 mg). Every can holds 20 pouches, and none of the three contains tobacco leaf. This page covers what is inside each line, how VELO is used, who makes it, and where the brand stands with the FDA.

BAT describes modern oral nicotine pouches as "small, tobacco-free sachets designed to deliver nicotine in a convenient format" (BAT). VELO's three US lines use two nicotine sources and run from about 3 mg to 12 mg per pouch. Below is what that looks like line by line.

Who Makes VELO?

British American Tobacco launched VELO in 2018, and the brand is now sold in 49 markets worldwide. In the US, the velo.com website is operated by RAI Services Company, a subsidiary of Reynolds American, which itself is part of the BAT group (velo.com FAQ).

What Are the Three VELO Lines Sold in the US?

VELO sells three lines in the US, each with a different nicotine source, strength range, and flavor count. The table below pulls every number from the brand's own FAQ.

At the Northerner single-can price, VELO Plus and VELO Max both come out to about $0.22 per pouch ($4.49 / 20). The original VELO line is listed on the FAQ but was not stocked at the two US online retailers checked in October 2026. For a deeper breakdown of how the three lines feel and compare, see our VELO vs VELO Plus vs VELO Max comparison, and for a full flavor ranking, see VELO Flavors Ranked.

What Is Inside a VELO Pouch?

Each VELO line has a distinct ingredient list, published on the brand's US FAQ:

  • VELO: Nicotine derived from the tobacco plant, maltitol, modified cellulose, sodium carbonates, acesulfame K, and artificial flavor.
  • VELO Plus: Non-tobacco derived synthetic nicotine, microcrystalline cellulose, sodium carbonates, sucralose, salt, water, and artificial flavor.
  • VELO Max: Nicotine derived from the tobacco plant, microcrystalline cellulose, benzoates, sucralose, salt, water, and artificial flavor.

A few things to note. Maltitol (a sugar alcohol) sweetens the original line; sucralose sweetens Plus and Max. Sodium carbonates raise the pH inside the pouch so nicotine absorbs more easily through the gum lining. None of the three lines contains caffeine. And "tobacco-free" means no tobacco leaf is in the pouch, not that the product is nicotine-free. Every VELO can carries this warning: "WARNING: This product contains nicotine. Nicotine is an addictive chemical."

How Is VELO Used?

The brand's own instruction is short: "Put VELO between your gum and lip. Let VELO moisten and give it time" (velo.com FAQ). VELO does not publish a recommended session length; the FAQ says, "The length of enjoyment will vary depending on your preferences and manner of use." The Plus and Max cans include a disposal compartment in the lid for used pouches.

Is VELO FDA Approved?

No. The FDA's list of authorized nicotine pouches includes 43 products as of August 21, 2026, all of them ZYN or on! products. Zero VELO products appear on the list. The FDA itself notes that authorization "does not mean these products are safe, nor are they 'FDA approved'" for any pouch on the list. VELO is legally sold in the US, but no VELO product has received a marketing granted order from the FDA. For more on what this means in practice, see our VELO safety overview.

How Old Do You Have to Be to Buy VELO?

You must be at least 21 years old. The federal Tobacco 21 law, signed December 20, 2019, raised the minimum purchase age from 18 to 21 for all tobacco products containing nicotine from any source. That applies to every VELO line, whether the nicotine is tobacco-derived or synthetic. VELO cans are labeled "UNDERAGE SALE PROHIBITED."

VELO vs ZYN in One Paragraph

Both brands sell white, tobacco-leaf-free nicotine pouches, but the specs differ. VELO's three US lines span about 3 to 12 mg per pouch with 20 pouches per can. On the regulatory side, ZYN products appear on FDA's list of authorized nicotine pouches and VELO products do not. Strengths, can counts and flavors for ZYN are laid out side by side elsewhere. A full side-by-side is in our ZYN vs VELO comparison.

Who Should Not Use VELO

VELO is a nicotine product. Nicotine is addictive, and certain groups should avoid it:

  • Anyone under 21. Federal law prohibits the sale.
  • People who are pregnant or breastfeeding. The Proposition 65 warning on VELO cans names nicotine as a chemical known to cause reproductive harm.
  • People with heart conditions or other medical concerns. Talk to your clinician before using any nicotine product.
  • Anyone who does not already use nicotine. The FAQ describes VELO as "for legal age adult tobacco consumers."

VELO's FAQ states that pouches "should always be kept out of reach of children and pets." If a child swallows a pouch, contact Poison Control at 1-800-222-1222 or seek immediate medical attention.

Frequently Asked Questions

Is VELO tobacco-free?

VELO pouches contain no tobacco leaf. The original VELO and VELO Max lines use nicotine extracted from the tobacco plant, while VELO Plus uses synthetic nicotine that is not derived from tobacco. All three lines are free of tobacco leaf and other tobacco plant matter, but they are not nicotine-free. Every can carries the warning that the product contains nicotine, an addictive chemical.

How many pouches are in a VELO can?

All three US lines, VELO, VELO Plus, and VELO Max, contain 20 pouches per can. The VELO Plus and VELO Max cans are child-resistant and include a disposal compartment in the lid. The circular original VELO can also holds 20.

Does VELO have caffeine?

No. The published ingredient lists for all three VELO lines contain no caffeine. The active ingredient in every VELO pouch is nicotine, either tobacco-derived or synthetic depending on the line.

Is there a nicotine-free VELO in the US?

Not currently. The velo.com US FAQ lists only VELO, VELO Plus, and VELO Max, all of which contain nicotine. A product called VELO Zero is available from some European retailers, but it was not stocked at US online retailers as of October 2026. More detail is in our VELO Zero overview.

Who owns VELO?

British American Tobacco (BAT). In the US, VELO is handled by RAI Services Company, part of Reynolds American, a BAT company. BAT launched the VELO brand in 2018 and now sells it in 49 markets.

A Pouch Without the Nicotine

Every VELO pouch carries 3 to 12 mg of nicotine. Roon keeps that format and leaves the nicotine out: it sits under the lip and holds 80 mg of caffeine, 60 mg L-theanine, 25 mg methylliberine (Dynamine) and 5 mg theacrine (TeaCrine), with zero sugar.

Methylliberine is there for duration. In a randomized, double-blind crossover study (n=12), adding it cut caffeine's oral clearance from 41.9 to 17.1 L/hr and stretched its half-life from 7.2 to 15 hours without a higher peak (Mondal et al., 2022). That trial dosed 100 mg methylliberine with 150 mg caffeine, about 4x and 1.9x a Roon pouch, so Roon follows the same direction, not the study's exact numbers. A 15-hour half-life is not 15 hours of energy; most people notice a pouch for around 6 to 8 hours, so stop at least 8 hours before bed.

Roon starts at $9.16 per tin, as little as $0.61 per pouch on a 12-tin subscription. Keep it to 4 pouches a day and 400 mg of caffeine from all sources. It is not a nicotine replacement therapy, but if you are moving off VELO and want to keep the routine, it is a zero-nicotine pouch to reach for.
