Rogue Max Review: 9, 12 and 15 mg Pouches Compared
Rogue Max is Rogue's higher-strength nicotine pouch line: 9, 12 or 15 mg per pouch, four flavors, 20 slim moist pouches per can, about $3.99 a can online. It is tobacco leaf-free, intended for adults 21+, and not on FDA's authorized list. Here is everything the label and retailer pages actually tell you.
| Spec | Detail |
|---|---|
| Strengths | 9 mg, 12 mg, 15 mg per pouch |
| Pouches per can | 20 |
| Format | Slim, moist, all-white |
| Flavors | Blue Raspberry, Citrus, Spearmint, Wintergreen |
| Total products | 12 singles + 3 mixpacks |
| Nicotine type | Nicotine polacrilex (tobacco leaf-free) |
| Price (single can, Sep 2026) | ~$3.99 at Northerner and Nicokick |
| Price per pouch | ~$0.20 |
| Maker | Rogue Holdings, LLC (a Swisher business) |
| FDA authorized | No |
Key takeaways:
- Rogue Max starts where the standard Rogue line tops out (6 mg) and climbs to 15 mg.
- At 12 and 15 mg, it exceeds every strength FDA has authorized for any nicotine pouch (the current ceiling is 11 mg, held by ZYN ULTRA Smooth).
- Competitively priced, but no FDA marketing granted order and minimal published product detail.
- Nicotine is addictive. This article covers what the label says, not what you should buy.
What Is Rogue Max?
Rogue Max is a line within the broader Rogue brand, owned by Rogue Holdings, LLC, a Swisher business. Standard Rogue comes in 3 mg and 6 mg across 10 flavors. Rogue Max trims the flavor count to four and pushes nicotine to 9, 12 and 15 mg.
The line appeared at US online retailers by mid-2026. No Swisher press release was found. Rogue's own website carries a product page behind an age gate with minimal public detail: no pouch weight, no moisture percentage, no nicotine source, and an FAQ section that reads "No FAQs available at this time." Retailers describe the pouches as slim, moist, all-white and tobacco leaf-free, using nicotine polacrilex.
That format shift matters. Standard Rogue uses a larger, drier pouch. Rogue Max moves to the slim, moist form factor that dominates the higher end of the US market (ZYN ULTRA, VELO Plus, on! PLUS all use it).
Rogue Max Strengths: 9 mg, 12 mg and 15 mg Compared
Each can holds 20 pouches. The table below shows total labeled nicotine per can (labeled content, not absorbed dose).
| Strength | mg per pouch | mg per can (labeled) | Relative to standard Rogue 6 mg |
|---|---|---|---|
| 9 mg | 9 | 180 | 1.5x |
| 12 mg | 12 | 240 | 2x |
| 15 mg | 15 | 300 | 2.5x |
Among products with FDA marketing granted orders, the strongest nicotine pouches by mg top out at 11 mg (ZYN ULTRA Smooth, authorized August 21, 2026). Rogue Max 12 and 15 mg sit above that line. This is a comparison of label numbers, not a safety judgment.
Rogue Max Flavors
Rogue Max ships in four flavors, each available in all three strengths:
- Blue Raspberry
- Citrus
- Spearmint
- Wintergreen
Retailers also list three four-flavor mixpacks (one per strength tier), for 12 single SKUs and 3 mixpack SKUs total. The full standard Rogue flavor lineup runs 10 deep, so Max cuts six of those.
We have not tasted these pouches. The Snubie blog (a hobbyist reviewer) described the 9 mg Spearmint as having flavor that lasted "40-45 minutes" and called the pouches "pretty soft, with a nice mouthfeel." Those are his observations, not ours.
If you like the pouch format but want zero nicotine, caffeine pouches are a separate category worth knowing about. Roon is one example: 80 mg caffeine per pouch, no nicotine, not a nicotine substitute.
Rogue vs Rogue Max: What Changed
| Feature | Standard Rogue | Rogue Max |
|---|---|---|
| Strengths | 3 mg, 6 mg | 9 mg, 12 mg, 15 mg |
| Flavors | 10 | 4 |
| Pouches per can | 20 | 20 |
| Pouch format | Larger, all-white | Slim, moist, all-white |
| Nicotine type | Nicotine polacrilex | Nicotine polacrilex |
| Tobacco leaf-free | Yes | Yes |
| Price (single can, Sep 2026) | ~$3.99 | ~$3.99 |
| FDA authorized | No | No |
The two biggest differences: strength and format. Standard Rogue tops out at 6 mg in a larger, drier pouch. Rogue Max starts at 9 mg in a slim, moist pouch that sits lower under the lip. If you have used both ZYN and ZYN ULTRA, the Rogue-to-Max shift follows the same logic. For a deeper comparison, see Rogue vs ZYN head to head.
Neither line holds FDA marketing authorization.
Is Rogue Max FDA Approved?
No nicotine pouch is "FDA approved." The correct term is marketing granted order, sometimes shortened to "FDA authorized." As of August 21, 2026, FDA has issued marketing granted orders for 43 nicotine pouch products. The three brands with authorized products include:
- ZYN: 20 products (3 mg and 6 mg), authorized January 2025
- on! PLUS: 6 products (6 mg and 9 mg), authorized December 19, 2025
- ZYN ULTRA: 11 products (9 mg and 11 mg), authorized August 21, 2026
These three brands account for 37 of the 43 authorized products. The remaining 6 authorized products belong to other brands; see FDA's full authorized list for the complete breakdown.
No Rogue product appears on that list. Whether an application is pending is not something Swisher or FDA has published in a form we could confirm. Authorization means FDA determined a product's marketing is "appropriate for the protection of the public health." It does not mean the product is safe.
How Strong Is 15 mg?
Fifteen milligrams per pouch is high by US standards. For reference:
- The original ZYN line tops out at 6 mg
- on! PLUS is authorized at 6 and 9 mg
- ZYN ULTRA is authorized at 9 and 11 mg
- Rogue Max goes to 15 mg
That 15 mg can holds 300 mg of labeled nicotine across 20 pouches. Labeled content is not the same as delivered dose (absorption depends on pH, moisture, time in the mouth and individual physiology), but the labeled number is the only comparison available.
Nicotine is addictive. Higher strength means more nicotine per pouch. If you are pregnant, nursing, have a heart condition, or take medication that interacts with nicotine, talk to your clinician before using any nicotine product. Nicotine pouches are intended for adults 21 and older.
Rogue Max Price and Where to Buy
As of September 2026, both Northerner and Nicokick list Rogue Max at $3.99 per can for a single can. Volume pricing drops with larger orders; check the retailer pages for current tier discounts. Mixpacks are also available at each strength level.
Prices move. In August 2026, the Zar Pouch blog recorded higher per-can prices. State excise taxes and flavor bans affect both final price and availability.
At $3.99 for 20 pouches, the per-pouch cost lands around $0.20, which undercuts ZYN ULTRA and most other slim moist competitors on sticker price.
What Reviewers Say
We did not taste-test Rogue Max. Two third-party sources worth noting:
Snubie (chadizzy1.blogspot.com, August 18, 2026): Weighed a 9 mg can at 10.62 g (about 0.53 g per pouch), described the pouches as "pretty soft, with a nice mouthfeel," reported flavor lasting 40 to 45 minutes, and called the Max line "much better than the regular Rogue."
Zar Pouch (zarpouch.com, August 14, 2026): A competitor brand's blog covering all three strengths and FDA status. Ends with a pitch for its own product. Full review here.
Both are their opinions, not ours.
Who Rogue Max Is For, and Who Should Skip It
Rogue Max is built for existing adult nicotine pouch users who found 6 mg too light and want a slim, moist format from a brand they already recognize. At $3.99 a can, it is one of the cheaper options per pouch in the higher-strength tier.
It is not for anyone who does not already use nicotine. It is not FDA authorized. The brand publishes less product detail than its competitors. And at 12 or 15 mg, you are above the highest strength any manufacturer has cleared through FDA review.

Frequently Asked Questions
How many mg is Rogue Max?
9 mg, 12 mg or 15 mg of nicotine per pouch, depending on the variant. Standard Rogue offers 3 mg and 6 mg. All three Max strengths are available in each of the four flavors.
How many pouches are in a can of Rogue Max?
Twenty per can. A 15 mg can holds 300 mg of labeled nicotine total (15 x 20). Labeled content is not the same as absorbed dose.
What flavors does Rogue Max come in?
Blue Raspberry, Citrus, Spearmint and Wintergreen. Each is sold in 9, 12 and 15 mg. Four-flavor mixpacks are available at each strength level.
Is Rogue Max FDA approved?
No nicotine pouch is "FDA approved." The correct term is "authorized" (marketing granted order). As of August 2026, 43 products hold authorization across ZYN (20), on! PLUS (6), ZYN ULTRA (11) and additional authorized products from other brands. No Rogue product is among them.
Is Rogue Max stronger than ZYN?
By label, yes. ZYN tops out at 6 mg, ZYN ULTRA at 11 mg, Rogue Max at 15 mg. Labeled strength and felt effect differ; pouch weight, moisture, pH and time in the mouth all influence absorption.
Is Rogue Max synthetic nicotine?
Retailers list the active ingredient as "nicotine polacrilex" and describe the pouches as "tobacco leaf-free." Rogue's own site publishes no sourcing detail. We cannot confirm whether the nicotine is synthetic or tobacco-derived.
If the 15 mg Can Is a Sign You Want Out of the Strength Race
This article charts a familiar pattern: a brand answering tolerance with milligrams. From 6 to 9, 12, 15. If you are shopping the top of that ladder, you already noticed the bottom stopped working.
Some readers will buy the 15 mg can. Others will read 300 mg of labeled nicotine per can and recognize the escalation. For that second group, the question is whether you want the pouch ritual or the nicotine specifically.
Roon is a caffeine pouch, not a nicotine product and not a substitute for one. It contains 80 mg caffeine, 60 mg L-theanine, 25 mg methylliberine (Dynamine) and 5 mg theacrine (TeaCrine), with zero nicotine. Methylliberine slows caffeine clearance: in a randomized, double-blind crossover PK study (n=12), co-administration with 150 mg caffeine extended caffeine's half-life from 7.2 to 15 hours with no increase in peak concentration (study). That study used 100 mg methylliberine and 150 mg caffeine, not Roon's 25 mg and 80 mg, so the direction applies but the magnitude may differ. Felt window: 6 to 8 hours. Stop at least 8 hours before bed.
Pricing starts from $9.16 per tin (12-tin subscription) or $15.00 per tin one-time for four tins. It will not scratch a nicotine itch. But if what you want is the pouch and the focus without climbing the nicotine ladder, it is worth a look.
